### Idea Creation in International Organizations
This article introduces creative learning theory, arguing that international organization officials develop new policy ideas to address complex problems and mediate competing demands.

The Problem:
The study focuses on the rise of "green growth" concepts among major IOs like OECD, UN, and World Bank. These green growth ideas repackage environmental policies as potential economic engines.
How They Were Created?
Using examples from political science theories (rational choice, bounded learning), we identify three creative learning mechanisms:
* Conceptual Combination: Merging existing ideas in novel ways.
* Translation: Adapting ideas for different audiences or contexts.
* Repurposing: Reassigning the purpose of established concepts.
The Context?
The green growth ideas were developed as responses to climate change and new clean energy policies by client states.
